I think Albinos probably have the best (and perhaps only) claim to be 'white'.

My brother's natural skin colour is quite white even though we are both Chinese. My natural skin colour is darker than his. Or maybe I just have a tan everywhere. Probably not though, I don't go outside naked in the sun.

Michael Jackson was considered black because he was black in his childhood and then in the late 70's, he had skin cancer so he had his skin highlighted and it made him white. But he was still considered black.
