A person often agrees to visit a friend at their residence, but continually misses the meetings, sometimes texting a notification of their non-attendance long after the agreed meeting time, other times making no attempt to notify the other party at all. The non-attender shows no obvious fear of social situations and interactions, is known to have been in therapy for many years, for reasons unknown, and to have had hypnotherapy for anger management issues.

I feel this is harassment, but would appreciate other thoughts or opinions before I condemn it as such in my mind.

ps I am neither party.

The non-attendor is probably very flaky & maybe not really interested but pretending to be

Thank you nick007. I was unaware of 'flaky', but google has helped with that. I am now able to consider the behaviour in a less negative manner.
