What specifically constitutes as a 'friend on WP?' Is there some sort of social hierarchy here that I'm really just not aware of?

I dont think its quite like that, i think what defines you as an actual friend on here is if its someone who you talk a lot to on here, or someone you PM or are friends with on FB. really anyone who likes you for one reason or another, whether it be because you gave them good advice or maybe you share interests, who knows, really though when it comes down to it were all friends on here
