What would it look like? Where would it be located? What kinds of attractions would it have?

In my case, it's been built already, several times over, in the form of the preserved railways and museums. Steamtown National Historic Site, the Romney, Hythe & Dimchurch, the Bluebell Railway, the Texas State Railroad.....All better than any theme park, at least to a dedicated steam nutter like me.
