Toontown was the name of the town where all the classic Hollywood cartoon characters live in Who Framed Roger Rabbit. The movie was made by Touchstone Pictures, which is owned by Disney and where they make their more "adult" movies. So the Toontown game is created and owned by Disney.

I used to play the game but it soon got boring and repetitive, like most RPG games.
