No. Goodman wrote it in 1971, Guthrie recorded it in 1972, and Nelson didn't get around to recording it until 1984. Lots of others have covered it since then, including David Hasslehoff.

Thank you, Fnord! As I grew up in Chicago area, I know Goodman's music well. Didn't know Nelson had recorded it. I have been trying to learn it on the banjo, but it's got a couple of nasty (for me) chords.

Yes, Steve Goodman wrote, and recorded it. It was a hit when Guthrie later recorded it. Guthrie's is the best version IMHO, and the best known version, but the Seldom Scene ( speaking of banjo/bluegrass music), and Willie Nelson, also did good versions. Great song!

The City of New Orleans is still on the tracks today, and runs through my little berg in downstate Illinois.
