The video is not available in my country, so I have no idea what the operator said. But I hope he or she was fired afterwards.

Also how was she able to call while drowning?

She wasn't literally drowning at the moment she called, she was panicked that she was going to drown because she had ended up in the water in her vehicle.

It's unlikely she would have still done it that way if she wasn't quitting. Lot of people stop caring about their job when they know they are going to quit or are about to lose their job because what is the manager going to do, fire them?
