For a few months now I've been getting a slight pain in my right breast, and sometimes it feels hard or heavy, although when I feel it it doesn't feel any different from the left one. I've felt my right breast thoroughly in a soapy bath (which is the correct way to feel breasts), but I've never felt any unusual lumps, and the breast doesn't look any different. But I just get this pain sometimes, no matter where abouts in the menstrual cycle I am.

Is this normal?

You should talk to a doctor about this. Often, serious problems (like cancer) don’t cause any pain.

It sounds like you could have something like a cyst. It’s always a good idea to talk to a doctor whenever you experience a problem like this.
