Leashes are mandatory in many places (unless you are in a designated off-leash area like a dog park), meaning that if you don't leash your dog you're breaking the law and if you get caught you'll be fined hundreds of dollars.
A dog who has a strong prey drive could be off like a shot in a second, racing into oncoming traffic after a squirrel or a cat or whatever else -- the fact that they "haul ass" doesn't mean that they don't like or love you, and their instincts could get them killed a human city. Or maybe you just don't want your dog to kill any of the neighbourhood cats.
Some dogs have problems with aggressive behavior (for example rescue dogs with horrible pasts), and it's much safer for them to be on a leash because it really only takes seconds for something terrible to happen -- the dog bites a kid that runs up and tries to pet them, for example; or the dog tries to start vicious, serious fights with other dogs. On a leash you can keep your dog close and react quickly to protect everyone.
Also, dogs run and play in ways that humans can't -- a dog might run off to explore beyond your sight lines, with every intention of coming back to you (on a smaller scale this happens all the time in big off-leash areas: your dog takes off to run and play, you lose sight of them for a while so you call them back and in a few moments they come running....it can happen on a larger scale, too, with dogs that like to roam but they go off so far you can't call them back). Doesn't mean they don't love you. Dogs may be pack animals but that doesn't mean that every dog will be content to stick to your side like glue for every second of every day just because they love you.
