When i have just been introduced to somebody i have never meet before for a split second their face is new, then this overwhelming feeling that i have seen their face before as if it was familiar registers in my head.

Yes, sometimes this happens to me.

I have called people by the wrong name before.

This happens to me too, but with situations rather than people. It's called déjà vu or paramnesia ( http://en.wikipedia.org/wiki/Deja_vu ), and it's caused by a mistake in the memory process.

I get the opposite, I see people on the street and momentarily worry if it's someone I know, I have a great deal of trouble placing people out of context, that is seeing people where I dont expect them to be, for example seeing people from work randomly on the street on the weekend or something.
