for that is a philosophical question, and a poorly-defined one at that, apt to lead nowhere or worse (refer to the diagnosed people who still question whether or not they are autistic).

Ask, rather, whether one is diagnosable, treatable, or eligible for accommodation, for those are practical matters that can be concluded with some certainty, acted on for one's own benefit, and addressed by the medical and psychiatric industries, which exist for practical purposes and operate on practical bases, not philosophical ones.

Isn't it Temple Grandin who suggests we should be more focused on actual problems and their solutions, not on diagnoses as a whole?
