Jimmy Carter, certainly----though he's a bit too "Christian" for my taste sometimes. But I can't fault him for that; it's helped him stay alive for 97 years.

My bet is that MI5 provide a more tangible benefit to UK citizens, so will go for that one. I think GCHQ is the most beneficial organisation of the three intel orgs though!
