Who would become an umpire these days?

I wouldn't become an umpire because my skin isn't thick enough. I mean, why spend your time at an event where u get abused a lot?
For this reason there is a shortage of umpires (particular at the community level). It sucks that peoples do that. Its not going to change the outcome of the match.

Is this referring to Aussie rules football? Is it about the person who gives those weird hand signals from behind the posts?

This is referring to Aussie Rules Football.

And it refers to umpires
both the Goal Umpire(the umpire behind the posts) and the Umpire in the middle (the one that bounces the ball).
