Why do some people look 'weak' or not strong when they have clothes on yet really musculer when they take there shirt off?

because we trained our body to disguise it so we can blend in better? lol, i have no clue though. but my legs are really defined from all my bike riding (for me every day is leg day lol), and i'm slowly working on my core/arms. but I've yet to find a reason for that.

Maybe the clothes hides the contours of the muscles?

Unless you have the ability to gain "mass," nothing short of wearing skin-tight garments will show off your body.

Lots of guys work out and are very strong, but they get lean and ripped. You don't see what they achieve unless they take off the clothing.
