Is being young looking as a male considered a turn off?

Not in my experience. "Young" looking men have that "hot and youthful" appeal to them. Older looking men have that "mature and powerful" appeal to them. Context will be important here.

That depends on your kind of young. Apparently, Justin Bieber has hundreds of women chasing him, whereas many young-looking men couldn't get laid if they tried.
The type of 'young' meant when talking about the attractive kind is the athletic young. Youthful, but not childlike. Terrier, not puppy.

Yes, obviously, looking like you're not a man is a turn-off because it's not masculine (or feminine even)

Well, in that case, it's one of the biggest turn-offs around.

I can see how that could be a disadvantage since most people are sexually repulsed by children.

Well I asked a friend of mine if I looked that young to her and she said no, you look fine, so it might be just in the head I think.
