That’s how it works in Canada too. If he was coming for work meetings or to attend a conference he wouldn’t need a permit most likely. I don’t remember what country he lives in or what his citizenship is though and that could make a difference. They will want to be sure that he can afford to support himself while visiting and may ask for proof that he will be leaving, for example he will need a round trip ticket and may need to prove he has a permanent address back home.

He's almost definitely going on a passport alone. He doesn't need a visa to get into the US.

He can stay three months---not longer than that. Once he stays over three months, he's overstayed, and is subject to deportation.

Please be aware that there is the (slight) possibility that he wants to get married to you in order to get a Green Card to stay in the US.

Visiting, i.e. on holiday, for three months or less would be okay, but generally if you are going to work in a foreign country you need to get a work visa first.

I advise finding an airbnb rather than hotel for longer stays.
