i flirt by holding eye contact . ironic to my ASD nature . it seems to work well . starring however is a different topic .

... tilt their heads forward, as if nodding
... make eye-contact by looking up
... smile
... make open-palm gestures

A more assertive woman is likely to introduce herself and ask for your name.

A woman playing mind-games will likely try to attract your attention while pretending not to.

In other words ... it depends.
