Unless rules have been established (such as order, position priority, or raising hands), the one who talks is the one who has the loudest voice during a pause.
If you see someone trying to talk but not able to speak high enough to be listened you may help him by asking everybody to shut up and listen to him.
I learned it by observation, at a party.
