Well having lived in small towns many come off as very cliquish...I tend to be sort of out of places as no matter what I come off as at least 'a little off' or 'weird' and so I just end up feeling like an outsider. I grew up mostly in small towns, going to small schools and was usually just bullied and ostracized due to not fitting in. People much of the time seem less tolerant of differences and such in smaller towns/communities...not all and maybe it varies depending on region and even countries but I have not had the experience you describe with small towns.
You'll always find cliques in any town, but do they really matter? There are cliques here, but I just ignore them and do things my way. If someone wants to be snobbish, that's fine -- there are plenty more that don't.
