Seinfeld, Friends, Babylon 5, Star Trek DS9, Home Improvement. And The Simpsons, though not technically a 90s show, was a lot better in the 90s then it is now.

Seinfeld, X-Files, Simpsons (agreed that it was at its best in the 90s), Frasier, Married with Children, Full House (both MWC and FH started in the late 80s but had a big run in the 90s), 90210,

In retrospect, I'm going to say "Buffy The Vampire Slayer". I wasn't into it at all when it aired, but I fell in love with it when I saw it as re-runs 6 years ago. Now, I think it beats most 90s drama in terms of creativity and originality, though not necessarily in the acting skills of most actors.

Shows I enjoyed in the 90s include 'Highlander', 'Renegade', 'Silk Stalkings'... and all the Treks, of course.

EDIT: I must agree that Nickelodeon had some great cartoons in those days. 'Hey Arnold' was amazing, and 'Rocko's Modern Life' was great in its first two seasons. 'CatDog' was also consistently good.
