Its obvious he likes you but he doesnt know what to do with those feelings...hes probably overwhelmed by those feelings.

Start with sincerity, sweet and blunt "(Insert boys name) I like you in a boy-girl way, I am not joking or teasing, and I would like to go to a (movie, dinner, ice cream, unicycle contest) with you." You might even hold his hand when you tell him this.
