How rude is it to take a picture of someone's license plate?

I don't think it's rude, but it might scare people into thinking you're going to accuse them of something. I see people photographing mine fairly often. It's a personalized plate; 6PAK ABS . Then once in awhile, they ask me to pull my shirt up

If it bothered me, I'd change it.
