Unequal enforcement of both letter and intent is a whole 'nother kettle of fish.

A good example of following the letter but not the intent is the schenanigans of Wall St - they excel at following the letter while finding myriad ways to circumvent the intent (the intent generally being to not wreck the rest of the economy while they get wealthy).

People of higher rank and more wealth have always tended to get more favor than those with lower rank and less wealth, which shouldn't be the case but the people who enforce laws often are self seeking little weasels themselves.
