Your boyfriend sounds like an absolute diamond.

I think the spending limit is one idea and a good idea if the issue is that important to you. Or you could approach the problem from the other angle, just treat him to what you can for valentines day, then when you can afford it, surprise him a few weeks afterwards by taking him to a hotel for a night or something.
