Both, I think. It's synonymous with "outspoken atheist", as opposed to "apologist agnostic who secretly knows better"

Strident atheists are kept busy protesting against all religions.

We could do more except we have to protest against the Easter Bunny, Ghosts, Zombies, The Loch Ness Monster, Bigfoot and the United Nations.

The Strident Atheists are a group started back in 2009 by Awesomelyglorious. It is a group for Atheists willing to speak against the notion that any deity exists. There are 24 members, most of them are very active in PPR debates. For some reason I only have seen myself, TheKing, and AG with our membership in our signatures, it may be a personal preference.

A WP Strident Atheist is just a club member of the most vocal atheists of WP, for which there have been voting threads and everything, many of whom are quite civil until they are pestered sufficiently.

However, strident atheists in general though are more like PZ Myers or Richard Dawkins, the kind of people who make Scottish bagpipes sound therapeutic.

Everyone can be dogmatic about whatever they personally hold as dogma, but it matters little. I doubt there is any individual who actually thinks they are completely wrong about what they believe in the present.
