Which Batman Villain would make a decent Superman villain?

since i already made a thread about lex luthor being a decent batman villain, who do you think would work for superman?

Since you can't beat Superman physically, theoretically a Batman baddie would have the most luck mentally. Riddler's emphasis on mind-games and Joker's randomness and unpredictability might make for a good start.

I'd like to see Supes take on one of the mob bosses from Gotham like Thorne or Black Mask. His invulnerability is really tied to his endurance, so it'd be interesting.

I think I would want to see Superman take on Ra's al Ghul. His age and careful planning could be interesting to watch that battle take place.

If Scarecrow toxin can be made to work on kryptonians he could turn superman into his own villian.
