I mean service to the state.

Could be military, could be building roads, could be submitting to medical experiments, could be teaching people how to read, as long as it's a service.

The qualifications for who can vote is determined at the state level. Bring it up for a vote in the state where you live.

I have a counter proposal. Disqualify from voting anyone who receives a salary, stipend, benefit or subsidy from the government. We do not want so see voter more goodies for themselves.

You do realise that in Britain you'd probably be disenfranchising a very large piece of the electorate? Myself included. ;)
