For the record I love fictional type villains from cartoons and films but there are some I despise not just because they're probably too evil but they can be annoying as well:

The Warden from The Shawshank Redemption.
Justin Hammer from Iron Man 2.
Talia Al Ghul from The Dark Knight Rises.
Billy Zane's Character from Titanic.
Umbridge from Harry Potter and the Order of the Pheonix.
Colonel Miles Quaritch from Avatar.
Lord Cutler Beckett from Pirates of the Caribbean 2 & 3.
David Banner from Hulk.
All the Villains from Superman Movies minus Lex Luthor, General Zod and their minions. (Lenny Luthor and Nuclear Man not included).
Dr Doom from the Fantastic Four Movies.
Any villain from a Transformers Movie that isn't a Decepticon or Sentinel Prime.

Roger Goodell, NFL Commissioner, guilty of perjury against the New Orleans Saints, and just being an all-around douche bag to the Saints.

Personally, I think that Bellatrix Malfoy is a nasty piece of work.

Helen Mirren's Morgana Le Fay was vicious.

The worst was probably George Harvey the unspeakable creep portrayed by Stanley Tucci in 'The Lovely Bones'.

Ozymandias, because his evil scheme is a "good" idea because the plot fairy says it is, it works because the plot fairy says it does, and he gets away with it because the plot fairy says he does.

Emperor Palpatine, another villain who gets far in his plan by grace of the plot fairy (WHY DO THE SEPARATIST LEADERS TRUST HIM!?) but at least he didn't succeed by grace of the plot fairy.

When a villain lacks any humanity, I tend to pity them more than hate them, because it's just like they simply don't know any better. Like putting down a rabid animal. King Ashnard from fire emblem: the path of radiance is a good example of a character whom I feel this way about. He kills and conquers because it is apparently all he knows. how sad. :cry:

I tend to hate villains who have some understanding of morality more because they should know better. My most hated villain is thusly Myra from Breath of Fire III because I almost bought that "I'm not evil! I saved the world!" excuse. She should have known genocide was the wrong thing to do. :x

but one unredeemable bastard that I truly hate is Ludo from the overlooked videogame Gladius. The only thing worse than a racist is a hypocritical racist!

Yeah, I know she was supposed to be sympathetic because she was not loved like her sister, the White Queen, was. But in my opinion, what she did to the Mad Hatter's family was unforgivable.

I don't generally hate villains, but...
The Riddler. Makes me feel angry. Usually I'm able to not hate the arrogant types in fiction, but for some reason the Riddler crosses some line and I just hate him, a lot.

I like Ozy from Watchmen (he's not a villain! He's a savior!).

Hannibal Lector annoys me with his hilarious demeanor; I know he's supposed to be scary, but I just can't see it (Buffalo Bill is scary in a realistic way when he's pretending to be "normal" and asks for help).
