My Windows 7 PC is slow as heck, and it doesn't let me install any games on it.

Games just never install on my PC even when they say they do. When I press play on the startup menu of the game, the game never comes up.

Ha, Vista was a train wreck. If you're on 7, then your problem might be the hardware.

My Vista plays games. Just nothing with the Source engine. I just put in a new graphics card and I still can't play Source engine games. That includes everything Valve has released since 2004.
