Bill, she was testing you to see if you would feel disapproved by her look of disapproval, the key here was not to be disapproved but to be confident in your eye contact interest indicator.

Ok, what would you do if I saw you and went ''gee, you are very average looking woman''

and guys I've done that before at work. I told a co-worker she was ''average looking''
but that don't count as sexual harrasment, it only count when you tell a women she's hot,
and if your are non-good looking guy too.

why did you say that to a coworker?

and why did I tell she was average looking, well she was.
anyways a few days before I watch a sexual harassment video and the video was pretty much
guys telling how hot their female co-workers were.. and I thought to myself ''well, telling a woman she's hot or good
looking is sexual harassment, but telling tell a woman she is average looking is not sexual harassment''

so, I saw here and told her she average looking and guess what.... no lawsuits, no hr meeting, didn't get in trouble.

or another one I did. I told another attractive woman at my work that she ''remind me of emma stone'' and once again no lawsuit.
(lucky for me, emma stone is her favorite actress) and she is also a friend of mine.

So just because someone is average you tell them they are average? Did she ask you for your opinion of how she looks?
Do you randomly tell people they are ugly too?

nope, telling people they are ugly is an insult.

telling someone she's average isn't exactly a compliment either

"Lovely weather we're having". Why does a conversation with a woman have to start with her looks? Why even bring them up at all?

It pisses them off because it takes no imagination and she's heard it a million times already. Like she doesn't already look in the mirror every day.
Commenting her on her fashion sense is something altogether different, but she has to be very attractively dressed, and you must articulate precisely what it is about her attire that IS so attractive. Don't mention boobs.
Noticing something desirable about her that she probably has never heard before is a good look too.
But the above opportunities aren't always going to be convenient.

So you walk up to her, look in her eye and rattle off something you memorized earlier, but with feeeeling!

"I don't mean to seem weird but........."

"....I saw you from back there and something in me just had to meet you. I don't do this everyday. My name is...."
"....I'm new around here and I was wondering, can you tell me where a good place to go out nearby here is?"
"...Your face is so beautiful it makes me want to bring as much pleasure to it as possible."

In terms of unsolicited comments about her appearance? Nothing!

its my understanding that hello or a somewhat jokey approach(lovely day we are having isnt it?, when its raining outside/ whatever you feel comfortable saying) has a higher success rate than damn you look hot

She shot you down and rejected you because you came across as creepy and shallow, try commenting on something other than looks next time or just striking up a conversation about something familiar like the area, events or something she's wearing.

Nice attempt but it still all depends on who says it. The last one I find just downright creepy, especially when you approach the girl in a store or something.
