porn is completely illegal to publish in Iceland. I imagine that porn is easy to access in Iceland; it's just not legal.
The Icelanders aren't stupid people - everyone who wants to get around this filter will doubtless find it pitifully easy to do just that. So it will be a very expensive scheme that will simply be circumvented anyway.
