I'm thinking specifically of a situation where someone is presumed to be racist because of their presumed race.

In that case, yes. Belonging to a certain race doesn't make you a racist, anymore than belonging to a certain race makes you automatically a thug or robber.

But let's face it, an awful lot of people of that race are in fact racists. Don't you watch the news, Kraichgauer?

An awful lot of people in general are racist. It's like people who want to date only attractive, financially secure, well educated other people. They are discriminating against everyone else. Discrimination is not ok. Racism is fine - after all we can't go around pretending that people don't belong to different races (like I do) because a lot of people are proud of their racial heritage (weirdos, it's like people who support a football club and then think that they have made a personal achievement when their team does well. I will never understand that level of self delusion). Actually, when you are racially blind as I seem to be most of the time, you can offend people who expect you to have taken their race in consideration when making an assessment of their character. This, too, boggles my mind. I am truly from a wrong planet.

So can we please stop saying You Are Being Racist as an accusation because it's stupid. The correct expression is You Are Discriminating Based on Arbitrary and Irrelevant Factors.

Oh, nobody in particular I was just making an example. How about some hypothetical race that dominates the media and promotes discriminatory racial stereotypes against everybody who isn't white?

Is it racist to accuse a White person of being racist even if the person does not exhibit evidence of being racist?

Is that what you are asking?

I think that anyone who believes in the concept of genetic differences as definition of race is going to be racist to some extent, even if only a tiny bit where it does not really affect their actions.

I've studied too much in the field of genetics to believe that race is anything more than a cultural construct along the same lines as using religion (oir lack thereof), tribal/city/state/provincial/regional/national origin (or current status), political party, philosophical school of thought, economic status, gender, hair color, sexual orientation, IQ, or penis size as a way to split people up into little tribes of collective egocentrism.

I like the ones that say "only with Japanese Escort." It wouldn't make any sense in a more open society, but I believe that does in Japan, and have you seen those Japanese Escorts? I also expect that you'll find most of the signs shown mean only with an escort. I tweet back and forth with @backstreetguides, who probably have someone to help you with that. Also, escorts in general can help you out in situations like that, and English skills are a real benefit anywhere in the Hospitality Industry.

Racism is not hurting someone's feelings.

If you think white people are racist, that's not racism, that's racial prejudice.

Racism = Racial prejudice + Racial discrimination + structures built to oppress people in a given race.

Academic

Not all white people are racist, but there is certainly such thing as white privilege, in which whites will have first, best pick of jobs and housing, and will usually not draw suspicion from the police. And we whites tend to take this white privilege for granted to the point of some foolishly denying that it exists.
