Let's face it, I love the whole movie Four Minutes. There are too many good quotes to mention.

Here are some that I can think of right now.

From The 'burbs:

Art and Rumsfield are dumping garbage out of the truck onto the street
Garbageman: "Who's going to clean all this up?"
Rumsfield: "Well you are going to clean it up because you are a garbageman!"

Rumsfield: "My taxes pay your salary!"

Art shoots a bird statue outside.
Ray: "Art's got a gun."

From Star Trek IV:

Kirk and Spock board a bus in 1986 San Francisco. They walk off seconds later.
Spock: "What does it mean 'exact change?'"

Spock: "Your use of language has altered since our arrival. It is currently laced with, shall we say, more colorful metaphors, 'double dumb-ass on you' and so forth."
Kirk: "Oh, you mean the profanity?"
Spock: "Yes."
Kirk: "Well that's simply the way they talk here. Nobody pays any attention to you unless you swear every other word."

Spock: "They like you very much, but they are not the hell your whales."
Gillian: "I suppose they told you that."
Spock: "The hell they did."

FBI Agent: "Name."
Chekov: "My name?"
FBI Agent: [sarcastically] "No, my name."
Chekov: "I do not know your name!"
FBI Agent: "You play games with me mister, and you're through!"
Chekov: "I am? May I go now?"

Shore Patrolman: "How's the patient, doctor?"
Kirk: "He's gonna make it."
Shore Patrolman: "'He'? You came in with a she."
Kirk: "One little mistake..."

Chekov: "Don't Move."
FBI Agent: "Okay, make nice, give is the ray gun..."
Chekov: "I warn you, if you don't lie on the floor I will have to stun you."
FBI Agent: "Go ahead. 'Stun' me..."
Chekov: "I'm very sorry but..."
The phaser doesn't fire.
Chekov: "...Heh... It must be the radiation..."

Chekov: "We are looking for the nuclear wessels. Can you tell us where the naval base is in Alameda?"
Unscripted Pedestrian: "Oh, I don't think I know the answer to that. I think it's across the bay. In Alameda."
[walks off]
Chekov: "That's what I said. Alameda. I know that."
Uhura: "But where is Alameda?"

From TUGS:

Big Mac: "We've as much right to go for this contract as you have."
Zak: "Think you'd do a better job, Big Mouth? You ain't got no chance! Three against one! No chance!"
Warrior: "What do you mean three against one? There's only two of you."
Zebedee: "Well you don't do much to get in the way, Warrior, so we count you on our side."

From Athens, 1896:

"You're a dreamer, but don't let that worry you. The world was fashioned by dreamers."

Angela Lansbury, as Alice Garrett, mother of Robert Garrett (played by Hunt Block)

"Winning this race is like dying and going to heaven, both scary and beautiful, scary because you must go through it alone, and beautiful because it gives you eternal life."

Nicos Ziagos as marathoner Spiridon Louis

This movie is another one of my favorites.

In the first series of Family Guy, on realising that his new neighbour Joe is in a wheelchair, Peter Griffin exclaims:

"Holy crip, He's a crapple!"

From "Galaxy Quest":
"Let's get out of here before one of those things kills Guy!"

From "My Left Foot":
"With speech therapy I could teach you to say f**k off more clearly."

From "A Fish Called Wanda":
"Aristotle was not Belgian, the central message of Buddhism is not 'every man for himself', and the London Underground is not a political movement. Those are all mistakes, Otto. I looked them up."

"We're an anarcho-syndicalist commune."

Buffy the Vampire Slayer: There's only one thing on this earth more powerful than evil, and that's us. (Best line of the whole series.)

Power Rangers Wild Force: You're worse than evil. You have no heart. (For some reason, this really moved me)

MY favourite is from Blackadder, from the episode about Samuel Johnson's dictionary

Dr Samuel Johnson: Here it is, sir: the very cornerstone of English scholarship. This book, sir, contains every word in our beloved language.
Blackadder: Every single one, sir?
Johnson: Every single word, sir!
Blackadder: (to Prince) Oh, well, in that case, sir, I hope you will not object if I also offer the Doctor my most enthusiastic contrafribularities.
Johnson: What?
Blackadder: `Contrafribularites', sir? It is a common word down our way...
Johnson: Damn! (writes in the book)
Blackadder: Oh, I'm sorry, sir. I'm anispeptic, frasmotic, even compunctuous to have caused you such pericombobulations.
Johnson: What? What? WHAT?

Anything good in life is either illegal, immoral or fattening.
