Does that mean you're just personally banned from it?

If a whole lot of people from certain country can not open a certain website because it's down, yet they can using vpn services, what does this mean?

That the whole country is banned at that moment?

Talking about what is going on with okcupid atm and uk users for example which is fishy at least or maybe i'm just totally not getting it.
