I think I have been both a spite-ee and a spite-or and neither feel particularly comfortable.

That could have nothing to do with spite. The people waiting could be blocking/obstructing/limiting the leavers view or an extra obstacle to maneuver around. Also some people feel pressured when they notice someone waiting & some don't handle pressure well.
