they already do pretty much
you have to give them id for them to even buy scrap from you and they hold it like pawnshops they wont take burnt copper anymore
the copper theft is a symptom of a problem not the problem itself and until that problem is solved it wont go away

People here steal manhole covers, water main covers and even raid bus stops for parts of benches, plus the abandoned businesses with wire sheathing hanging all over the place from people destroying the building to get at the wiring. I guess local scrapyards aren't doing a good enough job. I know of druggies who crawl under cars and steal catalytic converters. I used to work for an electrician who would take all his scrap after each job, light fixtures and associated parts, nuts and bots.. They wouldnt even copy his ID. Just wrote information down and gave him his money.

most places around here wont take manhole covers and stuff like that unless you can prove ownership
also electricians taking the scrap wire home is nothing new it would get thrown away otherwise

People must be chopping them up then. I just know I see them missing the past few years. I couldn't think of any other reason they come up missing
