Terrorism is like trolling with bombs; you poke at somebody until they (over)react, in the hope of getting them sanctioned in some way. Unfortunately, you can't just ignore it, but paying it too much attention does only encourage it, so it's best handled quietly and with a minimum of fuss. Unless, of course, fear mongering to assume personal power and a bigger budget are your goals in the first place, in which case everything possible should be labeled as terrorism, and hysterically reacted to.

.....and a little reading of history in the mid-East will describe the efficiency of Jewish terrorism against the British in Israel before the creation of a separate state. You might even say Hamas is emulating the earlier Israeli terrorist activities.

And as usual it's some (the same) leaders, both religious and domestic, that enflame the "peasants" to revolt.

And it doesn't look like they intend to change their tactics any time soon. But unless they do so this will never end. And Islam is in it for the long haul; hatred and killing, even between Muslim factions (where thousands are killed over obscure Islamic dogma), could go on for centuries (as it has), without outside intervention.
