I think that if I became the ruler of the world, I would kill myself.
If however, I didn't, nearly everything about the world would be restructured from bottom to top and/or vice versa.

Under my rule, war would be outlawed, and the only military force allowable would be to enforce that ban on war.
All resources would be shared between not just countries, but also between states or provinces, cities and town, and individuals.
Everyone would be employed, even if big business has to be run at a loss.
Those who can not be employed because of disability, responsibility for rearing children, or old age will be given public assistance to live on comfortably.
Wages would be high and benefits very good, so people would have disposable income to keep the economy roaring.
The government and private business would collaborate on creating new and better technologies.
Healthcare would be free and available to all.
Higher education would be free and available to all.
Taxes would probably be high, but what everyone gets back in services would more than make up for it.
The economic system would encompass the best of capitalism and socialism.
I could go on and on.

^^^^ Kraichgauer has my backing too, some good ideas there...

If I was POTW, I'd like to activate some of the following legislation:

- All potential parents should need to undergo some sort of tests to see if they would be suitable parents: capable of raising children without undue political or religious interference, physical or mental abuse, alcohol abuse, and so on.

- no budget left for fighting wars, only for defence against instigators, who would be dealt with swiftly. Use this budget instead for:
- developing interstellar travel
- developing sustainable free and environmentally defensible energy supply available to the whole world
- development of nanotechnology and stem cell technology for medical use e.g. to help regrow faulty organs or missing limbs
- using AI robots for potentially dangerous activities such as mining, so that people don't have to do that anymore.
- ensuring everyone has enough food to survive. Vegetarianism would be encouraged, but not enforced. (it would be hypocritical of me to enforce that!)

Number one, I'd force every single country to give up atomic weapons, the US included. Number two, yanno those special solar panels that can be put onto streets and have LEDs that allow people to program in various patterns? Yeah, I'd make the entire world get those on their streets. The sun ain't gonna burn out anytime soon, so let's use it. Number three, I'd start the long, long process of trying to keep the world from blowing up as I try to get the political system under control. America would have to send out troops to stabilize the mess they made in the Middle East by keeping groups like ISIS out while Iran or wherever gets itself back together.

There's so much more I'd do, good God.

If I could answer my own question, I'd rule by taking a page out of history. I'd placate the restless populous using the literally age old technique of bread and circuses.

The bread. I'd end unemployment by just telling the unemployed not to bother trying to get a job. I mean, if there are more people than jobs that must mean all the important work is already being done by the already employed and lecturing the unemployed won't create more jobs, it won't make nine jobs serve for ten workers and I'd refuse to solve unemployment using useless makework. Anyway once the people have learned helplessness they'll be dependent on me ensuring my rule for decades to come.

The circuses. I'd build a Colosseum where my least favorite politicians can be fed to lions. The oldstyle Colosseum design can be enhanced by the addition of TV cameras. Criminals in general? I think it's inhumane to let cons rot in jail for decades. I mean, you sentence a 20 year old to 30 years, he gets out at 50 and then you tell him to resume his life and career, like nothing happened? What career? He has little work experience to put on hi resume (aside from a criminal record) so how's he supposed to have a career in his remaining 20 years? Under my reign punishment would be swift, corporal and public, serving not as a revenge but as a deterrent. Forget cruel punishments such as prison sentances, I'll dole out more humane punishments, like whipping. I can televise it during the two minutes of hate.

I'm sure I could get lots of good ideas like that not only from 1984 but also from Brave New World, the history book and The Evil Overlord List. I'd put more funding into medical research so they can make me immortal, ensuring my rule for aeons to come.

I wouldn't want to rule the world, but i'd like to have the fun of conquering it.

Really, the fun is what you do to become leader. I'd imagine once you got the leadership it'd be pretty dull.

I doubt it; you'd most likely spend much of your time looking over your shoulder waiting for the knife in the back from your closest allies and friends who want to take your position. Then you've got to deal with all the ongoing catastrophes both human made and nature made and keep the population happy or at least content enough not to want to overthrow you. The life of most country's presidents / dictators seem to be seldom dull.

Sort of like Alexander the Great, who had all the fun of defeating enemy armies on his march east, but got out of responsibility of ruling conquered territory by dying.
