My place has been extremely messy for quite a long time and it's getting worse. In order for me to be able to do a major task, I need to be in a "perfect" environment. As cleaning this huge mess is a major task, I need to be in a "perfect" environment. However, this mess itself (plus another factor) makes this place (environment) far from "perfect", which makes it impossible for me to start cleaning the place. I've been stuck in this deadlock for a few years.

This situation is further making another goal of mine (almost) impossible to achieve. I'm not going into detail on that but I'm stuck in a really stressful situation. I haven't been able to resolve it so far.

I've been in those situations a lot. Sometimes I just had to try my best for along time before anything changed. Sometimes I realized I was just f#cked so I accepted the situation & gave up perusing whatever it was. Sometimes things eventually changed somehow by me not taking any active steps to make things happen.
