First, I personally don't like surprises. I have difficulty hiding my disappointment when I'm given something I don't want or expect. Most likely he goes through something simular. As for an offer to exchange favors, most likely just wants to control the whole situation. I've done something simular because I'd rather keep the illusion of control then risk anxiety and disappointment.
