It’s a skill probably better observed than explained though

She usually starts by making some smartarse comment, usually on what they're doing. (This is an Australian custom though, that might not translate to other countries)
Then she asks if they're local.
If they say no she asks where they're from > how long have you been here > what brought you here? Etc
If they say yes it's did you grow up here > what area > what do you do > have you always done that etc
She asks lots of questions but it doesn't seem like an interegation, they seem happy to tell her everything.

^The non-verbal element of communication is just as important as asking open questions etc.

The attitude of the person asking the stranger makes a difference to how receptive the stranger will be.

^ this is my friend, not my housemate.
She seems genuinely interested in people, I suspect she's an alien.
When we met, one of the first things she asked me was what my star sign was, then we had a discussion on whether my interests, outlooks etc. suited my star sign.
