I'd say it's first about survival and only second about civics but integrity.

Building that however is a day-in-day-out process and one is always discovering new areas that need shoring up.

I think you could file safety under prudence and prudence somewhere subcategorical to integrity.

I believe that most people want dignity and acceptance, and when people are deprived of those things, that is when most of the very bad s**t on Earth goes down hard.
