Since Kepler is a Telescope, I would say the answer is clearly, "Yes!".

There's a difference between finding another planet capable of supporting life and finding life on another planet.

If intelligent alien life is detected, it won't be because they're holding up a sign that says "We're here!"; it will likely be because their radio emissions were detected instead.
