What does it mean if you have a 'arrested level of emotional development'?

I think it is usually intended to mean you're childish, or not having an adequately mature response to something.

I wouldn't say 'childish', the term could refer to an adolescent level of emotional response.
Lord knows I've had to work with my fair share of people who would fall into that category.
