When i not look at it but i can feel vibrations on light in my eyes hurts my head when look at sides my eyes i see it makes me little frustrated

i feel blind after looking at it for very few time. my eyes are very sensible to that kind of light. I guess this is one of the reasons that i just cant stand at night parties or places with fluorescent lighting or cafes.
