English is one of the national languages and the one the Indian constitution is written in.

It is but Hindi is the most widespread language used in the populace and second is the regional language. English is only actively spoken by the educated elite. If you watch Indian talkshows that are in English, about half of the guest speakers choose to speak in Hindi.

I went to "special schools" in the 1960s and early 1970s. Never heard of the term "spastic school."

They were called "schools for the emotionally disturbed" or something similar.

My sister still uses the word "spaz" in front of my daughter.

I hope you tell her off, your daughter shouldn't have to put up with that.

She uses it on herself (something that was fashionable when she was younger) in a self-deprecating way. Like "I spazzed out" or "I was such a spazz".

Let's just say, I've grown accustomed to being labled as one.

To answer the question: indifferent.

Some people like to throw it out like it's their only possible answer but it is hurtful in the end.

I view it as offensive.

Ironically during my middle school years, a specialist who worked with me used
this word as a means of getting me to interact with other students.

The ones labelling people as ret*ds are usually the most ret*d ones.

A disgusting word used to describe someone who is viewed as having low intelligence. It's the sort of word that reflects the ugly climate of presumed IQ, which biologist Stephen Gould refers to as the mass marketing of innate IQ. Gould does a good job at rejecting the claims of supposed IQ on sociobiological grounds.

One doesn't need a high IQ these days to be an intellectual snob. I work in Universities and 95% of the academic staff I work with are utterly narcissistic.

Its like the "N" word which is often heard in movies & rap songs all the time, whether or not its offensive depends on who says it & the context of how its said.

Shouting "ret*d" to someone who cuts you up on a highway is meant to be offensive.

"Mental Retardation" is not offensive, its a medical word & everyone understands what that means, unlike "Intellectual Disability" or especially "Learning Disorder", which is not always an accurate description of that persons needs and leads to confusion among others.
