2016 was famously the election between the two least popular candidates since modern polling began.

Biden is polling much better than Clinton. In particular, while Clinton was quite popular with black voters, Biden seems to generate enthusiasm from them, and Biden also does much better amongst working-class whites.

He might not be the liveliest now but he has a reputation built up over decades which Americans are more privy to.
