I measured my waist 34-35 inches with a tape measure yet my shorts that my parents buy for me are 32 inch waist.

How can that be possible?

Did you measure at the exact spot where the shorts hit? Do they have elastic?

a. Your waist has expanded.

b. Sizes vary from manufacturer to manufacturer.

c. The tape measure has shrunk.

d. All of the above.

Some clothes incorporate elastic in the construction. Therefore the clothes can cover a greater range of sizes. So the shorts might fit perfectly for a size 32 but will also fit individuals as they get larger waist sizes. They might fit a little tighter.

I measured 35-37 inches around the area of the shorts.

The actual waist is located just above the belly button right? because i wear my shorts around my hip bone

I had some jeans that got too tight cuz I gained weight & some of them ripped in the bottom area. I tried on some more jeans & got some that were lose & those were listed as the same size as the 1s that ripped.

I am barely maintaining '35 and I can tell you there is wide variety in nominal manufacturer's measurements of their products, or shrinkage has occurred in many of them.
