Why do women wear slips under their dresses or skirts?

Sometimes because the dress fabric is thin or light coloured and you can see through it without a slip. Some fabrics cling and wearing a slip stops that. Some fabrics can be scratchy and a slip gives a layer of protection. And if it’s cold, a slip provides warmth. If my skirt or dress is not lined, I generally wear a slip.

I remember my mom saying she needed a slip after sewing a dress because it was too transparent to go out and wear to a social event.

In UK they are thin (not transparent) underskirt things as above.

Now you mention it: I think there is a type\design of male knickers called Slips.
