I think they can. Why not? I saw a useful video about screenwriting:

A simple story is taken as an example, and based on that a simple screenplay is written, and it is also explained how to use the application Final Draft.

I have written a very short simple movie, as a practice.

A man and a woman are going to a restaurant and want to eat something. They came with a car. They put the car at a parking lot close to the restaurant that they saw, while they were driving. I wrote a dialogue between the two. They entered the restaurant, picked a table close to the window. A waiter came and asked them what they will drink, and whether they want to eat something. This movie has three characters. Two are named, and one unnamed, but the role is described (WAITER) because he asked what the two persons want to drink and eat.

I will always notice there are illogical things and forgot to write important actions, so that the reader or the director has a clue how the movie must look like.
